Need help installing PIR Motion Detector and Encore Firefighter FF345

I've added two motion detectors and one firefighter to my system, but I can't get them to trip. I used the "learn" button to detect the serial numbers so I know they are at least capable of talking.

Here is how I have them setup:

    Motion Detectors
    Sensor Type....04- Interior Follower
    Equipment Code....0869 - 2GIG PIR
    Equipment Age....New
    Sensor Loop....Loop 1
    Transmission Delay....Enabled
    Sensor Reports....Enabled
    Sensor Supervised....Enabled
    Sensor Chime....Disabled

    Firefighter
    Sensor Type....(09) 24-hour fire
    Equipment Code....0637
    Equipment Age....New
    Sensor Loop....Loop 2
    Transmission Delay....Enabled
    Sensor Reports....Enabled
    Sensor Supervised....Enabled
    Sensor Chime....Disabled

The system learns the serial number and everything saves. But when I got to System Test, I can't get them to trip. I test the motion detectors by walking by them. I test the Firefighter by using the test button on my smoke detector (the instructions said you can do this for the first hour after you put the batter in). I also tried arming the system to away and walking past the motion detectors, but the alarm doesn't go off.

How can I trouble shoot this?

Does the motion go into tamper when you remove the cover?

Yes. Both the motion and the firefighter go into tamper when the cover is removed.
